    Advice sought on Circles and the interaction with your Contacts list please!

In the Contacts preview (contacts.google.com), the Settings option shows this:
Include everyone from your circles in the All contacts list. Excludes circles that you just follow. [Learn more]

BUT… I can’t see how to create or change a circle to one that I “just follow”, which would allow me to exclude a number of contacts from my list.

Can anyone guide me please?  Thanks!
