Shortlink Base (URL) setting

I have two WP installs, both v4.3.1. Can anyone tell me why in one I have this Shortlink Base (URL) setting, when clicking on Settings, but this doesn’t appear in the other?

They differ in themes used, but plug-ins are mostly consistent between them.

I have tried adjusting Jetpack WP.me settings, but this doesn’t seem to affect anything in the Settings section.
